With the continuous improvement of the national ambient air quality, the people's sense of blue sky gain and happiness has been significantly improved. Especially since 2017, in view of the frequent occurrence and frequent occurrence of heavy pollution weather in autumn and winter in key areas, the comprehensive control of air pollution in autumn and winter has been carried out for three consecutive years with obvious results In autumn and winter, the average concentration of fine particulate matter (PM2.5) in Beijing, Tianjin and Hebei and its surrounding areas decreased by 33% and 52% respectively compared with the same period in 2016. Despite the positive results achieved in autumn and winter, Beijing Tianjin Hebei and its surrounding areas and Fenwei plain are still the areas with the highest concentration of PM2.5 in China. The average concentration of PM2.5 in autumn and winter is about twice that in other seasons, and the days of heavy pollution account for more than 95% of the whole year. During the epidemic prevention and control period in early 2020, there were two heavy pollution processes in Beijing and its surrounding areas, which aroused strong public reaction. As the production capacity and air quality of many areas will continue to improve in the next five years, some of them will continue to face the impact of the rapid recovery of production capacity and air quality. Autumn and winter 2020-2021 is the fourth crucial season, which is related to building a moderately prosperous society in an all-round way, the 13th five year plan and winning the blue sky defense war. In winter, the central government should carry out comprehensive actions to protect the blue sky in accordance with the established objectives of the Central Committee of the Communist Party of China, and ensure that the central government will continue to fight against the pollution in winter.

1、 General requirements

(1) basic ideas. Guided by Xi Jinping's thought of socialism with Chinese characteristics for a new era and Xi Jinping's ecological civilization thought, we will thoroughly implement the spirit of the 19th National Congress of the CPC and the second, third and fourth plenary sessions of the 19th CPC Central Committee. We should take positive and prudent measures to further consolidate and enhance the achievements made in the past autumn and winter campaign, achieve the five precisions of time, region, object, problems and measures, and focus on the implementation of the policies and measures that have been issued, so as to prevent layer by layer increase. Focusing on the heavy pollution weather reflected by the people, we should implement hierarchical and classified management and control of enterprise performance and strengthen joint prevention and control; we should continue to promote clean heating bulk coal treatment, strictly prevent "scattered pollution" enterprises from rebounding, strengthen the control of straw burning, and orderly promote the transformation of iron and steel industry with ultra-low emissions, bulk cargo transportation "transit to rail", diesel truck pollution control, industrial furnaces and coal-fired boilers Governance, etc. Adhere to the problem-oriented, compact the responsibilities of departments and local governments, increase assistance, strictly prevent the rebound of heavy polluted weather, and achieve a successful end of the blue sky defense war.

(2) main objectives. We will fully complete the 2020 air quality improvement target set by the "three year action plan for winning the blue sky defense war" (hereinafter referred to as the "three year action plan") and coordinate to control greenhouse gas emissions. According to the principle of consolidating achievements and seeking progress while maintaining stability, the autumn and winter goals of 2020-2021 are set as two stages, and the control objectives of PM2.5 concentration and days of heavy pollution are determined according to the pollution level in the first quarter and fourth quarter of 2019. According to the pollution degree, the PM2.5 level is divided into six grades, and the difference between each grade is 1 The number of days of heavy pollution is two days different from each other, which further raises the requirements for cities lagging behind in the 13th five year plan.

The average number of days of PM3 / m3 and above in Beijing Tianjin plain and the surrounding areas is less than 2.63 g / m3, and the average control time is less than 5.5 days in Beijing Tianjin plain and the surrounding areas. (3) scope of implementation. 2. Effect on heavy pollution weather

In strict accordance with the relevant requirements of the technical guide for the development of emergency emission reduction measures for key industries in heavy polluted weather (hereinafter referred to as the technical guide), all localities comprehensively promote differentiated management and control of performance grading, encourage "advanced" enterprises with high environmental performance level, spur "backward" enterprises with low environmental performance level, drive "backward" enterprises with "advanced" to improve the overall basic work of environmental protection Level. All localities should attach great importance to ensuring that the relevant requirements of performance grading are informed to each relevant enterprise and the rating work is well organized. For 39 key industries, the performance grading is strictly implemented according to the relevant indicators of the technical guide. In principle, enterprises rated as a and leading can take emission reduction measures independently during the emergency response period of heavy pollution weather; enterprises rated B and below and non leading enterprises should strictly implement the requirements of emission reduction measures corresponding to different performance levels in the technical guide. For industries that have not been clearly implemented performance grading by the state, the provincial (municipal) ecological environment departments can formulate unified performance grading standards according to the local air quality improvement demand, industrial pollution characteristics, industry pollution control level and other specific conditions, and implement differentiated emission reduction measures during the emergency response period of heavy pollution weather. Enterprises that fail to meet the discharge standards stably or fail to meet the discharge permit management requirements shall not be included in the performance classification management (but shall be included in the list of emergency emission reduction). During the emergency response period of heavy pollution weather, the production line shall be counted as production line.

(5) complete the list of emergency emission reduction with high standards. All localities should complete the performance grading work of relevant industry enterprises in the administrative region on time, further improve the emergency emission reduction list, and achieve full coverage of gas related enterprises. According to the requirements, sort out and determine the list of security industrial enterprises involved in ensuring people's livelihood, ensuring the normal operation of the city or involving national strategic industries, and include them into the list of emergency emission reduction of heavy pollution weather. For small and micro gas related enterprises with low pollutant emission, emergency control measures should be reduced according to the situation. Heating boilers for residents and life service industries with little impact on local air quality should be included in the list, but the measures of stopping production and limiting production should not be taken. Emergency emission reduction measures should be detailed and implemented in specific production lines, production links and production facilities to ensure operability, monitoring and verification. The ecological environment departments of all provinces (cities) should strictly control the list of emergency emission reduction, organize forces to review the list, and submit the list of all cities within the administrative region to the Ministry of ecological environment.

(6) actively carry out emergency response to heavy pollution weather. All localities strengthened the air quality forecast and forecast work, started the heavy pollution weather early warning according to the plan, and took emergency emission reduction measures. When it is expected that in a long period of time in the future, heavy pollution weather may occur continuously for many times, and orange or above warning will be activated frequently, all localities can guide the production process in the administrative region in advance
For those industries that are difficult to stop production completely in a short period of time, the production plan should be adjusted in advance to ensure that the emergency emission reduction measures can be effectively implemented during the early warning period.

(7) strengthen the regional emergency linkage of heavy pollution weather. When it is predicted that there will be a large range of heavy pollution weather in the region, the Ministry of ecological environment or the regional air quality prediction and forecasting center will report the warning information, and the provinces (cities) will issue the corresponding early warning timely, organize the relevant cities to carry out regional emergency linkage, start the emergency plan for heavy pollution weather, and take various emergency emission reduction measures. We should constantly improve the emergency linkage mechanism in key regions, establish a fast and effective operation mode, and ensure that all relevant cities respond and respond effectively when regional emergency linkage is started. Cities in the border area of Jiangsu, Anhui, Shandong and Henan should simultaneously carry out regional emergency linkage according to the requirements of key areas.

3. Complete the key tasks of winning the blue sky defense war in an all-round way

(8) promote clean heating bulk coal replacement project. Adhere to the principle of "determine the reform by gas, determine the demand by supply, establish first and then break down", concentrate resources and vigorously promote the treatment of bulk coal. Before the heating season in 2020, on the premise of ensuring energy supply, Beijing Tianjin Hebei and its surrounding areas and Fenwei plain will basically complete the replacement of living and winter heating bulk coal in plain areas, and basically build a non bulk coal area. In mountainous areas where there is no alternative to clean energy, it is allowed to use "clean coal + energy-saving and environmental protection stove" for heating. In the areas where the reconstruction project lags behind due to epidemic prevention and control, we should pay close attention to the planning, scientifically coordinate the construction plan, implement the responsibility of territorial management and the main responsibility of enterprises, and strive to complete the established tasks and objectives. The original coal-fired heating facilities shall not be dismantled if the new reform has not been inspected in a heating season in 2020. Hebei, Henan, Shandong and other places should strengthen the work of replacing bulk coal with clean energy in agricultural greenhouses, flue-cured tobacco leaves, drying of Chinese herbal medicines, livestock and poultry breeding, etc. According to the local reports, by the end of October 2020, a total of 7.09 million households will be replaced by bulk coal in Beijing, Tianjin, Hebei and surrounding areas, and Fenwei plain. Among them, 3.37 million households in Hebei Province, 960000 households in Shanxi Province, 1.63 million households in Shandong Province, 400000 households in Henan Province and 730000 households in Shaanxi Province. Do our best to ensure the supply of gas and power. Accelerate the construction of natural gas production, supply, storage and marketing system, interconnection of natural gas infrastructure and gas storage facilities and other key projects to ensure that they are completed and put into operation as planned. Optimize the use direction of natural gas, the new natural gas in heating period is inclined to Beijing Tianjin Hebei and surrounding areas, Fenwei plain, and give priority to clean heating and warm winter. All localities should further improve the list of peak shaving users and consolidate the emergency plan of "suppressing non-profit and protecting the people". The local government should give support to the supporting power grid project of "coal to electricity" and the construction of natural gas interconnection network, and coordinate the project construction land. State owned enterprises, such as oil and gas, power grid, power generation and railway, should earnestly shoulder their social responsibilities, increase investment in infrastructure, and ensure a stable supply of gas and power. Prevent loose coal from burning again. The local people's government should, according to law, delimit the areas where clean heating transformation has been completed and stable operation, and formulate and implement relevant supporting policies and measures. Strengthen the supervision and inspection to prevent the users who have completed the clean heating transformation from burning the bulk coal again. For the areas that have not yet implemented clean heating, the sales of inferior coal shall be severely cracked down, and the distribution points of bulk coal shall be comprehensively supervised and inspected to ensure that the quality of bulk coal used in administrative areas meets the requirements of national or local standards.

(9) strengthen the control of straw burning prohibition. Adhere to the combination of dredging and blocking, and vigorously promote the comprehensive utilization of straw according to local conditions. Strengthen the main responsibility of local governments at all levels for banning straw burning, establish a full coverage grid supervision system, strengthen the management and control of "fixed point, fixed time, fixed person and fixed responsibility", and comprehensively use UAV, satellite remote sensing, high-definition video monitoring and other means to strengthen the supervision of open-air burning in various places. Since September 2020, a special inspection on the prohibition of straw burning in autumn harvest stage will be carried out, focusing on the four periods of closing time, the first half of the night, before rain and before sowing, and strengthen the patrol inspection of the field. Strictly implement the responsibility assessment and reward and punishment system of local incineration supervision objectives. Relevant departments guide the northeast region to do a good job of straw burning, reduce the environmental impact of the transport process.

(10) anti pollution enterprises. Each city improves the dynamic management mechanism to realize the dynamic clearing of "scattered pollution" enterprises. The enterprises that have completed the rectification shall be listed in the "white list", and the newly discovered "scattered pollution" enterprises shall be put on file and put into the management account in time. Further strengthen the grid management, implement the management responsibility of township streets, carry out regular investigation and rectification work, and find out and rectify together. We will not allow "scattered pollution" enterprises to enjoy the relevant preferential policies of "six stabilities" and "six guarantees". We will resolutely prevent the "scattered pollution" enterprises that have been shut down and banned from taking the opportunity to revive and transfer from other places, and resolutely curb the rebound phenomenon. Innovate supervision methods, make full use of power grid company's special transformer power data, satellite remote sensing, UAV and other technologies, and carry out solid investigation and supervision of "scattered pollution" enterprises.

(11) carry out the transformation of ultra-low emission in the iron and steel industry in an orderly manner. In accordance with the "opinions on promoting the implementation of ultra-low emissions in the iron and steel industry" jointly issued by the Ministry of ecology and environment and other five departments, all localities should enhance service awareness, coordinate and organize relevant resources, and help iron and steel enterprises to select mature and applicable environmental protection transformation technology routes according to plant conditions, so as to transform enterprises with ultra-low emissions, especially clean transportation
To provide favorable conditions. By the end of December 2020, we will strive to complete the transformation of 200 million tons of steel production capacity with ultra-low emissions, including 110 million tons in Hebei Province, 12 million tons in Tianjin city, 40 million tons in Shandong Province, 13 million tons in Henan Province, 20 million tons in Shanxi Province, and 6 million tons in Shaanxi Province Four demonstration enterprises of ultra-low emission transformation of iron and steel play a leading role in the region. All localities shall guide the iron and steel enterprises that have completed the transformation of ultra-low emission and carry out the assessment and monitoring work in accordance with the technical guide for assessment and monitoring of ultra-low emission of iron and steel enterprises. If the enterprise is confirmed to meet the ultra-low emission requirements after assessment, it will be included in the dynamic list management after being publicized by the iron and steel association according to the procedures, and the differentiated emergency emission reduction measures will be implemented during the early warning period of heavy pollution weather; once the steel enterprises and assessment and monitoring institutions that have made fraud in the assessment and monitoring work are found, the relevant preferential policies will be cancelled, and the emergency performance level of the enterprise will be reduced to grade D.

12. We will promote the key project of "transferring public transit to railway". We will implement the notice of the Ministry of transport and other nine departments to implement the three-year action plan for promoting the adjustment of transport structure (2018-2020) issued by the general office of the State Council and the national development and Reform Commission According to the requirements of "guidance on accelerating the construction of railway special line", the construction of railway special line of enterprises with large transportation volume, such as sandstone, thermal power, steel, coking, aluminum smelting, mining and processing of ferrous metal ore and nonmetal ore, shall be accelerated in accordance with the list of key projects and time node requirements. All localities should study policies and measures to adjust the transportation structure of the gravel aggregate industry and promote clean transportation of the gravel industry. For large-scale iron ore and coal freight transport enterprises, the proportion of new railway and freight transport enterprises should reach 80% or more. The proportion of clean coal transportation in thermal power enterprises of Huaneng, Datang, Huadian, state power investment and state energy group in Beijing, Tianjin, Hebei and surrounding areas, Fenwei plain should reach more than 80%.

13. Accelerating the control of diesel trucks. To carry out the law enforcement inspection of diesel trucks, according to the requirements of the notice on establishing and implementing automobile emission inspection and maintenance system jointly issued by the Ministry of ecology and environment and other three departments, pay attention to the implementation of vehicle emission inspection and maintenance system, and achieve effective results. By the end of March 2021, we will strive to achieve a qualified rate of more than 90% for diesel trucks, and basically eliminate the phenomenon of vehicles emitting black smoke. Actively promote the coding registration of non road mobile machinery, strictly implement the requirements of convenience and benefit the people, and prohibit arbitrary charging in the process of coding registration. We will continue to crack down on and clean up black oil filling stations and mobile refueling vehicles, trace the source of substandard oil products, and investigate and punish the storage and sales centers and production and processing enterprises of inferior oil products.

14. Implementing the requirements of industrial restructuring. According to the requirements of the industrial structure adjustment and high-quality development of steel, building materials, coking, chemical industry and other industries, all localities should fully accomplish the established task objectives of reducing excess capacity and eliminating backward production capacity, and establish project accounts. (16) continue to promote the control of volatile organic compounds (VOCs). (17) strengthen dust control. The average amount of dust fall in each city shall not be higher than 9 tons per month per square kilometer. Strengthen the control of construction dust, strictly implement the "six hundred percent" in the construction process, and encourage all localities to continue to promote the implementation of "sunshine construction" and "sunshine transportation". The bad information that dust management is not in place shall be included in the credit management system of the construction market. If the circumstances are serious, it shall be included in the "blacklist" of the main body of the construction market. We will strengthen the control of road dust, increase the proportion of water washing and machine sweeping operations on urban roads, and increase the cleaning and cleaning efforts of all kinds of construction sites, material storage yards, waste soil absorption yards and other entrances and exits. We will strengthen the control of dust pollution in storage yards and wharves, and comprehensively promote the construction of dust suppression facilities such as enclosure, covering, automatic spraying and other dust suppression facilities for large coal and ore terminal yards and dry bulk cargo terminals, as well as dust-proof facilities such as dust collection and spraying of material conveying devices.

4、 Safeguard measures

Strengthening organizational leadership. All localities should earnestly strengthen the organization and leadership, put the comprehensive control of air pollution in autumn and winter in an important position, comprehensively analyze the improvement of air quality during the 13th Five Year Plan period, establish a bottom line thinking, and formulate targeted measures if there are risks in completing the target tasks. Comprehensively sort out the tasks and measures of the three year action plan and the action plan for tackling key problems of diesel truck pollution control, analyze the implementation and completion situation one by one, establish the standing book, and check and make up for deficiencies. Each city should refine the tasks of the action plan for comprehensive control of air pollution in autumn and winter, decompose them into districts, counties and departments, clarify the timetable and responsible person, incorporate the main tasks into the important contents of local supervision and supervision, and establish a regular scheduling mechanism for the completion of key tasks.

(19) increase policy support. The central government will continue to support the pilot projects of "coal to electricity" to "clean air" heating in rural areas. All localities should ensure the investment of clean heating funds, study and formulate differentiated subsidy policies for clean heating, focus on the rural low-income groups, adopt the subsidy policy for the poor groups, and pay subsidies in full and timely to ensure that clean heating facilities are used, affordable and well used.
